They check if the applicant will be a threat to Canada. This is done by various external agencies.

Contact Gcmsnow and ask them for delay. ATIP has to provide a reason if your notes are not processed within 30/45 days(especially if they need more than 30 days after the first month of request).

It majorly consists of sharing your profile with the security and intelligence agencies. However, it could also be the verification of the info you have entered in your profile regarding job etc. No idea how cic goes about it.
