It probably just means that they haven't created your file for EE yet!! I have a UCI from other applications as well but they haven't updated it on my profile.I

The curse of being PNP inland applicant. Two months have passed since AOR and not even medicals passed. I should have gone for FSW instead of PNP. Infact in 2 months I will be eligible for CEC inland :/It probably just means that they haven't created your file for EE yet!! PCC from Portugal. On the cic specific instructions do not say anything about it, but is necessary. In the Spanish one also don't say anything about legalization, but people has been rejected because the PCC does not have any stamp, so all the Spanish we do a legalization of the PCC. Same applies to Portugal, but it is difficult to find the process on how to do it from outside of Portugal. Yea PCC instructions for some countries seem to be slightly outdated. I know for UAE they accept e-PCC (heard people who got PR via EE after submitting e-PCC) and there is no stamp, just e-signature. And there are instructions on how to verify the validity or authenticity of the e-PCC (which i'm guessing CIC does for all PCCs, whether electronic or not, don't quote me though, i'm just speculating this).PCC from Portugal.
