Does AOR have only one format or does the letter which says that one has qualified as a sponsor and has a file number on the letter can be used as AOR for flag poling??

There do seem to be different ones, but yes, sponsor approval can be taken as AOR.
But most importantly: what do you mean, "used as AOR for flag poling?". There should be no such need, and no such concept (flag poling) in context of a spousal sponsorship at this stage, at least as far as I'm aware.
(Happy to be educated about this though)
The actual AOR has nothing to do with the approval of anything; just the acknowledgement of receipt of the application:

Having said that, I concur that if a sponsor receives a letter stating that they have been approved, the AoR letter is moot.
