I emailed CPC-CTD-Ottawa about it. I should be able to still send Passport Copies(US citizen, Visa Exempt) + Photos? She was included in the full application and completed + passed all requirements.

Just send them copy of your marriage certificate via CSE or by replying to that email...thats it...and then send copies of your passport +photos etc etc and you should be good...
