I just want to ask if anyone has experienced the same case as mine. I got file numbers and RPRF request for my PR application (non EE PNP) on the same day (Nov 22, 2022). As learned from cic website and many reliable sources, I found that receiving file numbers means my application has been opened and receiving RPRF request (if not paid upfront) means my application has been approved or some sources says it means the eligiblity assessment is passed or recommended passed. But if I receive both in the same time, does it mean they have not even started processing my application yet? There's no update so far.
