is it something unique for BC that MSP kicks in right after application is received? for ontario they dont accept anything till AIP.

Yes it is. In BC, an applicant is eligible for MSP once CIC has received a Spousal Sponsorship application.

The applicant, or the sponsor, has to pay the monthly premium (~ $61 for an individual).

in that case it's a poor example for showing how long delays affect medical care. they should have picked another province.

this however is a great example of how government agencies show a great lack of respect for current rules and procedures.
