It's not a course mismatch per se, because you're taking related courses. What the embassy is probably saying is that they don't think you can cut it as a student in Canada because your academic marks are low and that you will struggle with English because you have a low IELTS score.
It may be enough to pass for admission in your selected college, but it isn't enough to satisfy the VO.
I'm not familiar with how you can improve your academic marks but you can retake IELTS to get a higher score.
The good news is, yes, you can reapply. Just make sure that the concerns that the VO had with your first application are addressed (in this case, low academic marks and low IELTS score)
