Hi guys:

I have some problems getting the FBI clearence check b/c my fringerprints were returned. The FBI said the quality was too low to have a readable image for their machine.

I am giving it another try but just in case of bad luck, wondering anyone get their PR without the FBI clearence???[/b]

I presume all those who haven't been to the US or lived in the US for less than 6 months, etc :p :p :p

On a more serious note, I doubt it.

I am with you on this.
Not sure whether other alternatives will also work without FBI, say, any proof letter or certificate from campus police, job, etc..

what if the applicants will never be able to get a FBI?

I am curious, was the grooves in your fingertip too low to read it or did the person who did the fingerprinting, do a bad job?
If it is the former, may be after some tries, you can email CIC and ask them.

Hopefully, PMM, Qorax, Leon, etc see your message and reply back to you.

I will try again and see what happens.

I emailed the embassy for advice on this, no reply yet. Guess they will insist on the FBI stuff.

send more prints than needed, hopefully one of the prints would be successful.

FBI report is mandatory if you lived in US for 6 months or more at a time.. As per my consultant they won't waive that requirement ..

You can actually send up to 5 prints per applicant for the same fee to maximize the chances that the FBI will find an acceptable set.

I sent about 8 copies of fingerprint last time but none worked.

I don't get it why the FBI check is so critical, local police certificate should also work a proof of good conduct.

The following is taken from the FBI site: http://www.fbi.gov/hq/cjisd/iafis.htm

The Integrated Automated Fingerprint Identification System (IAFIS)
How big it is: IAFIS is the largest biometric database in the world, housing the fingerprints and criminal histories for more than 66 million subjects in the criminal master file, along with more than 25 million civil prints. Included in our criminal database are fingerprints from 73,000 known and suspected terrorists processed by the U.S. or by international law enforcement agencies who work with us.

How fast it works: The average response time for an electronic criminal fingerprint submission is about 10 minutes, while electronic civil submissions are processed within an hour and 12 minutes. IAFIS processes an average of approximately 162,000 ten-print submissions per day.

When it started: IAFIS was launched on July 28, 1999. Prior to this time, the processing of ten-print fingerprint submissions was largely a manual, labor-intensive process, taking weeks or months to process a single submission. The FBI has been the national repository for fingerprints and related criminal history data since 1924, when more than 800,000 fingerprint records from the National Bureau of Criminal Identification and Leavenworth Penitentiary were consolidated with Bureau files. The first use of computers to search fingerprint files took place in October 1980.

How to contact us: For information regarding connectivity to IAFIS or latent capabilities, contact the CJIS Division at (304) 625-2000. For questions regarding IAFIS processing, call (304) 625-5590.
WOW!!! According to the FBI web site criminal prints are process in 10 minutes. Civil prints are process in 1 hour and 12 minutes. 100% are completed in 24 hours. IAFIS processes an average of approximately 162,000 ten-print submissions per day.

Except for immigration purposes the processing time, 2-3 months. :(

Additional statistics are located here: http://www.fbi.gov/hq/cjisd/iafis/iafis_facts.htm

Did you have the prints taken by a professional (police, fingerprint agency)?
