That's because they need to submit their passport physically and have it sent back before traveling in order to even be able to fly, something which naturally takes time. As that's not required for ETA/Almost all European countries we simply get a Port of Entry letter (with an ETA) via e-mail, on October the 20th or around that time and that's enough. Normally you can fly from Europe to Canada without applying for anything before-hand as we are visa exempt.

I'd like to think that at midnight on 20th October, suddenly a Port of Entry letter will appear in GCKey for my daughter but I cannot be optimistic.
