The CSQ means you've been accepted for Quebec. Now for the VISA, later on when they send you the medical tests, they want to make sure you are healthy and have not committed any crimes (they will ask for updated police certificates, like the ones you sent for the CSQ application) then they will ask for your passports (which usually you can send at the Canadian Embassy in your country, and not necessarily where your document is being studied - in Damascus).
