Hi, you can request CAIPS kahit wala ka sa Canada. All you need are details ng PR or Citizen that will request for ur behalf. May IMM form din na need mo fill up. Follow the instructions here.

In my case, I gather the info of my relatives pero ako ang nag-fill up dun s website, busy kasi sila. I'm still waiting for my caips, 09-May ako nagrequest.

Don't lose hope, challenging ang application nating mga OFW kasi may history na tayo of being away from home country for long period. Sory for dat.pwede nman po mag reapply but strengthen ur reasonings muna sa SOP nyu like may family ka maiiwan sa Pinas na nid balikan,business or mnistry work na naiwan and u nid to go back,business and properties,backed-up by supporting documents. Then mas maganda kung ung course na kukunin mu dun,indi available d2 sa Pinas ksi un reasonable sa knila at somewat related din sa previous course/ field nyu.
