I had the same question and emailed Canada. This is their reply:

You won't be fined or taxed for bringing approximately USD 70,000 in cash, as long as you properly fill out all the paper works (declaration card and e677 form) required prior to landing.
Also, we recommend you bring bank statements or similar documents to show funds are from legitimate sources.

I replied: With regards to the E677, I just need to show it to the person in customs in the airport in Canada, right? No need for reporting of documents prior to the flight?
He said: Yes, the declaration card and E677 are for the CBSA officers in Canada.
Also, I think you need it to declare to BSP as well. -I'm just not sure on this yet
