Same here. I'm on a tourist visa and I'm in the process of applying for a atudent permit. I think this is possible kasi nakapag-consult na ako sa lawyer. Kailangan lang talaga mag-exit (pag naapprove na visa)

Not sure about your concern about opening the application because I applied through a consultant/agency so they prepared the application forms for me.
But for the SOP, here are the mandatories:
1.Why Canada
2.Why the chosen school
3.Why that course
4.How it will help you advance your career here in the Philippines
4.Relate your course to your previous academic background and work experience
5.Mention who will fund your studies
6.Show strong ties with your home country (basically give a strong reason as to why you will be coming back to your home country at the end of your course).
These are the basic points that you should cover but you can of course add any that you think will help your application.
Ideally, the SOP should not exceed two pages. Aim for one and a half
