Yes, it means full-time students are allowed to work, but when you apply for a SIN, they will look at your study permit, not your TRV. When they see it's written on your study permit that you are not allowed to engage in employment, they cannot issue you a SIN unless you have the letter from CIC that says you are allowed to work off-campus. To clarify, the CIC letter is NOT a work permit. It just says you are allowed to work under the new policy.
SIN is not required to open a bank account. I just showed Scotiabank my passport, study permit, and a proof of addreess. A residential tenancy agreement will do. I think the same applies for getting a post-paid plan.
