Correct,They check your forms are in order,You have at least 67 Points and You are on the Magic 38 list,So aside from passing the Medical and Criminal Checks What else is there to do??You clear Sydney and you pass your medical and criminal Check you come to Canada,Its not rocket science

sorry BCGuy, but it does not state that they do the points check in Sydney, obviously I am no expert, but I am just going on the guide EG7 (quote from page 43 is below)
Eligibility
Review
If your declared occupation does not
correspond to the list of eligible occupations
identified by the Minister of Citizenship and
Immigration, or you do not have the required
experience, you will be sent a letter that:

• provides details on the reasons why your
application is not eligible for processing
• confirms that a refund for the processing fee will
be issued by the CIU in Sydney, Nova Scotia
Canada a few weeks

If your application is complete and is being
recommended for further assessment to a Visa
Office, within several weeks, you will be sent a
letter that:

• notifies you of this fact and provides you with
your reference number
• sets out some basic instructions for contact with
the Visa Office
• requests that you to submit a copy of your
application and all supporting documentation to
a Canadian Visa Office within a timeframe of 120
days (4 months)
It clearly states for categories 2 and 3 they check (at the local Visa Office): -
• minimum requirements
• selection factors
• sufficient funds
• admissibility (criminality, security, medical)
For Category 1, no mention of a minimum requirements (presume this means a points review) review in any stage. I am not doubting what you say BCguy, but I am concerned by the lack of confirmation of this in the official guide. The fact that they say 'further assessment' and not something like 'application verification' makes this document unclear. It totally makes sense that they do the points assessment earlier rather than later.

but it is good to know that they sit down and do a rough 'marking' of the application at this stage, even if it has to be substantiated later. My application points are different according to how I might grade my education. I totally accept that my application would have to be substantiated at a later date with all my information.

That rough marking except for the work experience points, won't take more than 10mins. I am also understood it that most of the application processing happens at the visa office. But what the minister told is good, because i can see that shortening the time for FSW1 if most of it is done in Sydney or at least a substantial part of it. Maybe that is what they are working towards.

Well, with the delays/backlog that have already occurred at local visa offices, it is easy to see why applications are going to Sydney first. It makes it easier for them to respond to demand and allow a level playing field for all applicants around the world. It will be interesting to see when the first applicants under this 6-12 estimated schedule are completed and where they are coming from to see if there are still some places better than others.

I have one question..

To keep a check on fraud lawyers who ditch their clients, these are especially from the indian subcontinent and maybe from other parts of the world, I suggest the canadian immigration keeps the clients too updated about their file status along with the representatives, as in the current procedure where representatives are the only once who are updated!!

What happens is, these fraudsters lure the clients take all the money and never comeback or even bother to update anything related to the status of a client's file and keep them either waiting or don't answer to them at all..

If the above procedure is introduced than atleast the clients may be satisfied that their file was rejected or shortlisted and is currently under process...

Any chance of:
1) changes in points of point system
2) changes in list of 38 occupation
3) temporarily stop taking immigration applications due to economic crisis
