Better contact WES and clarify that you got 2 bachelor and nor single bachelor.

Based on my experience (and opinion), it seems he will have to choose Bachelor's
If you look at the ECA report for a candidate with more than 2 degrees assessed, there are 2 important things to look at.

1. The Canadian equivalency summary (at the top)
2. The equivalency for each degree.

The Canadian equivalency at the top is the most important. E.g for my ECA i had: Bachelor Degree (4 years) and Master's Degree
Each degree then had it's own individual assessment.

Based on that, I would advise the candidate to choose bachelor's.

I have 2nd division in Bachelors. WES evaluated it as Bachelors (4 Years). So no worries there.
 
Very useful thread, especially for Indian aspirants. Hoping for my 1 year post graduate diploma to be evaluated higher.

Currently I am sitting on Bachelors (4 years) since I did my engineering.

Guess they finally updated "one-year of graduate study with a focus in [area of concentration] " in the ECA Conversion chart so it shouldn't be an issue anymore right?

Indeed it should not be an issue any more as long as it is mentioned in the ECA summary itself along with the individual equivalencies.

Finally CIC included this in their website, had this been done a while back so many of us would already be in Canada by now! we wasted so much of our precious time in resolving this issue!

so to summarize the summary has to say "Bachelor AND one-year graduate study". is the area of concentration essential, as i didn't see that in any of the summaries here on the forum.

Plus i realized on the CIC page they don't have the footnotes regarding accepting only ICAS.

Yes ideally the summary should have "Bachelor AND one-year graduate study". Some in the forum did report such ECA outcomes. Plus one can always write to WES to make the requisite changes. Lately WES seems to be quite flexible with client's requests

Plus i realized on the CIC page they don't have the footnotes regarding accepting only ICAS. They had it sometime back. Now as per the latest CIC information it no more has any footnotes specific to ICAS or WES

Does this count as "two or more degrees"?
I just declared Bachelors in my application

I am by no means the expert here but i think it should. I would wait for the guru's responses. Good luck.

Points can be claimed for degree and certificate.Anything assessed as STUDY does not get points.

I do not agree with that statement as its clearly written on cic website that you can claim 2 degrees for a bachelor AND these
one-year of graduate study with a focus in [area of concentration]
