Yeah, it was a pain. This was before I was married or sent the application in, but I was still very active in a group and learned a lot about the process.
Things moved quickly from Haiti to Santo Domingo because of the Jan 2010 earthquake that hit Port-Au-Prince (I was living in Puerto Plata at the time-- didn't feel it, but many around me did!) I would think it seems that maybe things are slower moving things over to Mexico, like maybe they're finishing most current applications in SD and newer ones are being sent to Mexico. If your application is being moved, you will receive notice of that, which, to my knowledge, no one has yet, except for newer applications that only recently got sponsor approval... So maybe they're sort of doctoring it in.
As for interviews, how it worked with Haiti doing the processing, they would have a block of days that the visa officers processing the apps would be in Santo Domingo, and all applicants requiring interviews would be interviewed at the SD embassy within a few days of each other. I think people had the opportunity to go to Haiti if they didn't want to wait for the scheduled interviews, but that would be a much much bigger trip going to Mexico, and I believe a visa is required for Domincans without residency elsewhere, to visit Mexico. Not to mention the flight would be terribly expensive and with Mexico processing so many countries, they might not even allow it. Probably best to wait.
