Lol no way at all. Impossible for people with approvals AFTER March 18th to travel before ALL TRAVEL RESTRICTIONS are lifted in totality. They've made it very clear.
And God knows when they will remove all the restrictions. Maybe they're waiting for the end of the year 2022, which is when the vaccine will have been disseminated to the 8 billion people in the world.
They ARE NOT EVEN allowing those with a FULLY APPROVED PERMIT & letter of introduction issued BEFORE March 18th, saying that if your classes are online then it's "non-essential" & will not be allowed to travel or enter.
But still, they will continue to penalize those who are actually FORCED to start the program from home (due to their own "essential travel" rule ), by putting a 50% within-Canada limit for the PGWP eligibility. Lol.
God knows what difference it makes if you sit at home & study online, or sit in a hostel room in Canada & study online. But just setting foot there grants you the privilege of a PGWP, while those who are FORCED (by IRCC) to remain home & study are invalidated. Their careers and lives can get ruined and nobody cares.
P.S. I got into an extremely selective Master's program at the graduate level at a publicly funded university as an international student and am not allowed to defer. This isn't some random "hiring an agent to get admission and visa". I have worked my way through all along, with sheer academic merit granting me a place there as a student, and have done everything by myself, from scoring high in the GRE to getting a visa approved. I still cannot travel & enter due to "online" classes.
