Hello everyone,
I am working in Quebec for 1.5 years on closed work permit.
Applied for CSQ in Quebec on Mar2018 with no update on the application since then.
I was told by immigration Quebec that the processing times are slow and it could take more than 18-24 months to just access the file and not confirmed of the result either pass/fail.

Please provide any suggestions, what should be done.
  1. Can a temporary closed work permit applicant in Quebec apply for the Express Entry? Any Implications?
  2. Do i need to move out of Quebec, if my application with EE got passed (during or after EE application)?
  3. Can i still continue to work and stay in Quebec after the EE PR acceptance?
  4. I have all my documents in Quebec like- RAMQ, Taxes, Bills etc, Can i be later questioned for staying in Quebec (during or after EE PR application)?
Please provide any guidance and next plan of action, as there is no clarity on next steps.

  2. Do i need to move out of Quebec, if my application with EE got passed (during or after EE application)? You will be able to move after if you have other ways of convicing the visa officer that you will leave Quebec ones you get your PR...To my understanding , the best way is to move out of Quebec before applying or during application, so that you can use your new address to convince the VO that you have already move. Another way is to get a job offer from an employer outside Quebec .
  3. Can i still continue to work and stay in Quebec after the EE PR acceptance? You will be commiting fraud if you don't move as promised. This donsen't mean that you can never live in Quebec again. You can Move for sometime and if in future things didn't workout for you there, you can always come back to Quebec.

I don't know this for sure, but a member of this forum ones said that 2 guys got deported to their home countries for not moving out from Quebec 2 years after they got their PR... If i were you I wouldn't joke with such things, If your intention is to stay in Quebec then stay in Quebec and wait. Before your work permit expires you can apply for CSQ under "Programme de l'experience Quebecoise" known as PEQ, to be eligible you need one year of work experience in Quebec, Write the french exam TEF. If you apply through this category you will get your CSQ in about a month and with your CSQ you can extend your closed worked permit.
Please provide any guidance and next plan of action, as there is no clarity on next steps.

I applied Through Express Entry under CEC Since January 13 and i am still waiting for them to request for my letter of intent to reside outside Quebec.

I am on closed work permit just like you, and because od this it is hard to get job offer from employers outside Quebec. I have applied for many jobs did some interviews but they won't take me till i have my PR. So its possible to apply under CEC without Job offer and look for away to prove your intent.

It might be a little bit difficult for you because you have already applied through Quebec so you will really need to convince the VO that you intend to leave.

I am assuming that you are on a closed work permit. If so,
You need a letter of reference from your employer.

I am actually here on PGWP, I found out I cannot use the points anyways because I have a valid job offer letter from Quebec and not a LMIA. It's sad because I have been working for this company for almost 3 years in October.

One of my colleagues has applied from Montreal (Aor Jan) and he got an email for concerns on his intentions to leave Quebec. He has submitted LOE with proofs while submitting the application. The content of the message are:

Proof of residency : I have reviewed the information you provided and I am not Satisfied that you intent to reside outside Quebec at time of becoming a permanent resident. Please provide and updated address / new job offer/proof that you will complying with 87.1
(1) For the purposed of subsection 12(2) of the Act, the Canadian experience class is prescribed as a class of a person who may become permanent residents on the based of their ability to become economically established in Canada, their experience in Canada , and their intention to reside in a province other than province of Quebec.The information MUST satisfy an officer of your intention to reside outside Quebec at the time of become a permanent resident, and not merely after becoming a permanent resident. This be received at this office by (DATE)



A little background: He has studied in Vancouver in 2009, after that applied for jobs in Van but couldn't get any offer ( maybe recession time) move back to the country of origin worked and then moved to Aus on WP and then 2.5 years ago moved to Montreal on closed WP. During the last 10 years, he has applied for jobs in Vancouver and has all records which he submitted with his letter of intent. He mentioned in letter that due to nature of our industry which normally works on contracts and projects, preference is for PR as his visa for Quebec itself last time took 6/7 months so companies usually are not willing to wait that long and he will leave once get PR as it will be easier to get an offer. Ok and he is a single guy.He got a week to submit further proofs or intention and he submitted all job application and chats the same evening he got request and the next day not even 24 hours, he got the rejection email.


Now my scenario is somewhat similar yet different too. I came on closed WP to Vancouver, after 1-year Canadian experience applied for PR claiming job offer points, the contract didn't extend and lost 50 points hence PR application was refused. Applied for jobs in Van but hiring was slow , got offer from Montreal which I grabbed as only 5 months left for WP to end and didn't have enough points to apply for PR from Van ( Have to improve Ielts score and claim my spouse points) so moved , gave tests and got good CRS score without any offer and applied in March . I have applied for jobs outside MTL, had interviews but some have timings issue as my contract ending July and they want person now and some have preference for PR, even my Van company contacted me last year after my move but I have already joined so can't go back like that and have attached that email too in my LOE that I have submitted with application, I have also my earlier WP, pr application refusal reason and suggestion given by VO that is to improve English score and apply. I have attached all proofs of the job application, interviews emails, showed that July end is an ideal situation for me to leave as my tenancy and contract ending . I will leave Quebec as soon as I get an offer. Right now 2.5 months have already passed since AOR and my colleague got an email yesterday after 5 months of AOR. What will you suggest as a job offer from Van looks difficult and without job moving to Van can be done but risks involved as closed work permit so cannot work anywhere so have to pay from the pocket but don't know how long will take for decision. Some are waiting for the last 7/8 months. Your input and advice will be highly appreciated.

keep on applying for jobs and giving interviews especially in Ontario Ottawa region,
If you have friends or family members living outside of Quebec you can ask them to right a letter saying they can't wait for you to move closer.
If you are married and your wife has an open work permit she can move to Ottawa and surroundings ....this will be a very good intent, My wife was planning to move and fortunately for us today I got a job offer from a company in Ontario.

I don't know if i can send my job offer or wait for them to request for it before i send it.

In my case, I had interviews with Vancouver and Toronto companies but they need person now and my contract ending in a couple of months and some are preferring just PR and Canadians. I have worked in Van so had a good social circle and friends that I mentioned in my letter but yes no letter from friends. Mentioned that my daughter who is in primary school having difficulty in school as both parents do not know French at all so can not help her.

Congratulation on getting an offer and I would advice submit the offer.

My wife has an open work permit but currently not working, I am planning to move to Ontario. I have few questions
1. when your wife was planning to move, were you going to accompany her or not?
2. were you planning to resign from the current job if there was no job offer because on closed work permit we can not work anywhere else and CIC will not be expecting us to leave our jobs?

No I was not planning to go with her, my plan was to join her ones i get PR.

2. were you planning to resign from the current job if there was no job offer because on closed work permit we can not work anywhere else and CIC will not be expecting us to leave our jobs?
No I wasn't planning to quit my job, My plan was to write a letter and explain why i couldn't quit my job, provide my wife's new address and maybe new job too. and tell them that the only thing separating me from my family is not being a PR. I strongly believe that your wife living outside Quebec will help your case.

From your colleagues experience one can conclude that job applications and interviews are not enough proof to convince the VO of our intentions.
In your own case, you can try to get a letter from anyone in your social circle and also you can swear an affidavit. this will really help.

You mentioned that i should submit my job offer, the problem here is that i don't know where to submit that unless they request additional information.

I am applying for another work permit under the Francophone mobility program, because i am french, and i have my language test. Its another type of closed work permit for Francophones who want to work outside Quebec. That way i won't lose the job as i don't know when i am going to be PR..Estimated time left to complete 6 months is 35 days.

I think the best idea will be to relocate internally and commute to work because even if you go back to EU you will still have to provide proof that you won't be coming back to Quebec ones you become PR.

For Federal processing, I too heard it takes 15 to 18 months so yes EE is quicker.

Exactly EE is quicker besides my wife doesen't speak french so its better we move.

I will keep you posted if any info.
