Any Specific Time to Apply - EE vs PNP

1. I was just wondering if there is any specific time to apply that could help your chances of application.

As per my understanding, the new passport listings are published in January as per the current year quota. The applications that are pending are forwarded to the next year quota along with the fresh slot of that year.
So basically, if out of 100%, 80% applications were processed (ITA or Rejection), the remaining 20% are forwarded to the next year consideration along with that year's quota (which will come as the time passes).
So my understanding says, there is no specific time or month that assures your fast selection, as applications are forwarded to the next year. Anyone can apply anytime and can expect same treatment. Please confirm.

2. I came to know about the PNP program. I have gone through some thread and online information as well but the details confused me a little. I was just wondering if anyone who has applied through EE PNP program can guide better in this. Please briefly explain PNP first.

My understanding:

Please confirm if my understanding is correct because I was thinking CIC sends you ITA. Or both province and CIC can sends you ITA?

Now confusion is, If both province and CIC can send ITA then should I go with the province ITA or wait for CIC ITA if it comes at later stage? Furthermore, what if CIC ITA doesn't come and I avoided to the province ITA because of this?
This is just my understanding - I could be entirely wrong here to comprehend the process properly.

The time of year makes no difference, because your Express Entry profile is valid for 1 whole year, so you would experience all the yearly variations.

The PNP program allows a province to assign an applicant an additional 600 CRS points, which guarantees the applicant an ITA.

Nope, this is wrong.
You must apply to each individual province's PNP program. Ontario is the only province that initiates the process (by sending you an invitation to apply to their PNP program). For all other provinces, you must initiate the process.
You send your application (which generally involves an application form + most of the documents required for EE, ie. proof of funds, reference letters, ECA, IELTS, etc.) to the province. The province processes your application, and decides whether they will reject your application or nominate you.
Provinces cannot send you an ITA; they can only nominate you, which adds 600 points to your CRS.

1. I'm not sure how or where you got this assumption from, but your understanding of the process is totally wrong. Disregard everything you believe here.

2. OK, let me keep this simple. Basically, EE and PNP are separate application processes.

In case your EE CRS score is not high enough to get an ITA (strictly CIC process), you can apply to a PNP to add 600 points which leads to a guaranteed ITA.

Now, certain PNPs (not all) only allow applications by their own invitation process, whether through a province/territory expression of interest (EOI) or notification of interest (NOI). The difference being the applicant sends EOIs (and if successful, the province responds by inviting to apply), while the province sends NOIs, as istari mentioned above for Ontario.

Examples currently are Ontario (NOI), New Brunswick (EOI), Prince Edward Island (EOI and NOI). Manitoba acts similarly, as they have their own scoring system and regular draws.

And then other PNPs accept first come-first served applications, so long as you meet the criteria: Nova Scotia, Saskatchewan.

(Note: I am not sure where BC falls, as I'm not completely familiar with their PNP, but I understand they have a stringent scoring system.)

Once you are successful with the provincial nomination application, the province will send you 600 points to your Express Entry profile.


As for the best time to apply to a PNP: you can only apply when they are open.

Some provinces can actually send you an ITA as an aswer to your EOI to the province. That ITA is however just to send out the documents needed for the provincial nomination.
When it comes to EOI, most of the time you have to write them proactively. Attention, if you do not meet criteria to their EOI they might never answer you.

That varies from province to province. Because of such big demand (too high draws in EE is pushing people to get PNP first), several PNP programs are on temporary close.
What is opened for somebody without job offer, any canadian connections or experience is following:

Prince of Edward - you can send EOI and if they like you they will ask you for full application

New Brunswick - you have to attend their information session in person (meet their staff IRL), then you can send EOI. In addition there is French stream there - that one is currently a bit unclear, as what they have on website and what they presentented in the last session does not match

Ontario - French stream (have good French and English) and you can be picked up to put down your documents

Alberta - if I am not mistaken, there is specific demand for some specific professions (mainly connected with mining and drilling)

Manitoba - closed at the moment. If opened there is system of compulsory exploratory visits.

British Columbia - only for fresh graduates from school (Universtiy)

Saskatchewan - closed at the moment, time to time they open occupations in demand, but that is filled quickly

Nova Scotia - closed at the moment, time to time they open occupations in demand, but that is filled quickly

Newfoundland and labrador - closed at the moment (if i am not mistaken)

Yukon - closed at the moment

NT - closed at the moment

Nunavut - closed at the moment

Quebec - at the moment closed, plus Quebec sa its own system outside standard EE process.

EE isn't a visa. It's a profile; a collection of your information and details, which is used to calculate your CRS.
Once you receive ITA, you then submit eAPR (electronic Application for Permanent Residence).

Draws are approximately every 2 weeks. If your CRS is above the cutoff, you will receive ITA.

No. Your ITA comes through EE, which is nothing to do with the province. The province nominates you, and that's sort of where their involvement ends.
The provincial nomination will increase your CRS by 600 points, so you will receive ITA through EE. Once you receive ITA, you complete the eAPR. This is exactly the same eAPR that every other applicant submits; it has nothing to do with your stream (FSWP, PNP, CEC), or the province.

Partly correct. you neet IELTS or TEF Canada and ECA to be able to activate EE profile. (it has nothing to do with visa or travelling as such).

Again partly correct. even if you go through provinicial nomination first you still need to get the federal ITA as well in order to finish the process

Again partly correct. While some provinces do require an EE profile in order to proceed (among other requirements) not all do (some still have programms which where EE profile is a must. never the less provincial nomination will end up in your EE profile - exept for Quebec, which has completely separated system).

If provice is interested it will ask you to pay for application and put down all datas. If all goes well at the end is your PNP.

That PNP will either be activated automaticaly from province side into the EE database, or you will have to do it by yourself by putting the nomination number in the system. After that they will contact that province to confirm it and then you get 600 points which means sure nomination in the next draw.
