Hi there, I am from Kazakhstan. I had the same situation with Masters from the US and Bachelor's from Kazakhstan. When I started preparing the docs for Apostille, I realised what a pain it is (and I am based in Kazakhstan!) and you wont get any points for this. So I wrote to WES asking to assess only my Master's degree. You are only getting points for the highest degree you earned!

I'm based in Washington, D.C. for now, but might be going back to St. Petersburg soon, so my situation is anywhere near stable lol!

I started in May last year with IELTS and ECA. Here I am almost a year later still churning..lol

You cant apply with just masters cuz CIC will most likely outright reject your application. Doesn't the Russian embassy in DC apostille documents? If not your only option would be to ask for refusal letters and provide them to CIC (with an LOE) as a reason why you didn't provide ECA but I am not sure that would work.

As for the FBI did you use professional fingerprinting? I had to learn the hard way when they refused my fingerprints after 3 months and I had to go through the whole process all over again. Also your moving out after getting FBI PCC might complicate things cuz CIC is asking for PCC dated after your last day of stay. Think about that, too

At which point are you in your app? I've heard of several cases where CIC rejected app as incomplete for providing only Masters with no Bachelors to back up.

i, my education is 5 years at university /specialist diplom/, before the bachelor and masters degrees were implemented in my country. However, wes assessed my degree as masters. So i never had separate bachelors. So what in this case?

I think yours is ok.. Cuz it in a way encompasses a bachelors degree in itself as well. I'm not sure that would work for two separate degrees though.

I think I'm going to wait to get the apostille for my diploma. I hear different opinions on the subject and want to be on the safe side. The problem is, my diploma is in Russia. So my head is spinning lol.

I went to DC Metro police to get fingerprinted - literally, the only place in the city that takes civilian fingerprints. I got two sets of fingerprints just in case and mailed my application immediately Monday. I think I'm leaving on May 19, and currently it takes about 13 weeks for the FBI PCC, so I hope I should be okay.

I didn't mean to have 2 or more degrees in ee profile, however i simply checked the masters as the highest one, and the system calculated the highest points for transfarabiity factor. So theoretically i hope no problem will occur.

I still have time to get my Bachelor's assessed though it would cost additional money. But it reads ambigious then at the CIC site, as I received my points for the Masters already ::)

I have two degrees from outside Canada. Do I need an Educational Credential Assessment for both?

To get the most points possible for your education under the Comprehensive Ranking System, you should get your highest degree, diploma or certificate assessed (PhD, MA, BA).
If you have more than one credential, you may want to get both assessed if it would give you more points.

Ask the embassy and if they can apostille it you can always ask a friend to Fedex your diploma over and do that in the US.

As for the FBI, today they are working on Nov 23rd arrivals, so although they've been accelerating processing lately it is still over 15 weeks as of now. Follow this thread: http://www.canadavisa.com/canada-immigration-discussion-board/fbi-pcc-t247817.3825.html

So I initially reached out to ICAS when I was choosing vendors, here's what they sent me.

"Many individuals who apply for ICAS’ Canadian Immigration Assessment Package have completed education in more than one country. No special instructions are required. Please review our application process, fees, and current estimated processing time on our website: http://www.icascanada.ca/new/immigration-to-canada.aspx.

It is our understanding that Immigration, Refugees and Citizenship Canada will accept an assessment based solely on your highest qualification, provided that the qualification was completed at an appropriately recognized institution."
