There you go. It might be much faster than her home country as well given they have much less demand in the US. And she's in DC already so logistics work out too. Perfect setup..lol

Ask the embassy and if they can apostille it you can always ask a friend to Fedex your diploma over and do that in the US.

As for the FBI, today they are working on Nov 23rd arrivals, so although they've been accelerating processing lately it is still over 15 weeks as of now. Follow this thread: http://www.canadavisa.com/canada-immigration-discussion-board/fbi-pcc-t247817.3825.html

Good luck!
Sounds easy enough.. but the embassy does not apostille diplomas! That would be the Ministry of Education. The apostille thing also takes 45 days to finish + shipping + whatever else may come along the way, and with me leaving in two moths it's just too much. Erkerchira erkirchi haha! So my plan is to see if my mom can find a notary who can help from Russia and if not.. take care of that once I'm home

My package is now with Ontario PNP, waiting for the nomination.
Your comment made me nervious now :)
I still have time to get my Bachelor's assessed though it would cost additional money. But it reads ambigious then at the CIC site, as I received my points for the Masters already ::)

I cannot paste links, but here what it says on the Cic website:
I have two degrees from outside Canada. Do I need an Educational Credential Assessment for both?

To get the most points possible for your education under the Comprehensive Ranking System, you should get your highest degree, diploma or certificate assessed (PhD, MA, BA).
If you have more than one credential, you may want to get both assessed if it would give you more points.
You can ask in other threads to get different perspectives on this. And what tends to happen with CIC and points is that their system automatically gives you the points and they refuse the application during completeness check(R10) after submitting. Better safe than sorry, right?

Also, if you are claiming 50 (CLB 9) or 25 (CLB 7) points under skills transferability: education you definitely need two credentials as explained below:

Two or more post-secondary program credentials AND at least one of these credentials was issued on completion of a post-secondary program of three years or longer

So I initially reached out to ICAS when I was choosing vendors, here's what they sent me.

"Many individuals who apply for ICAS’ Canadian Immigration Assessment Package have completed education in more than one country. No special instructions are required. Please review our application process, fees, and current estimated processing time on our website: http://www.icascanada.ca/new/immigration-to-canada.aspx.

It is our understanding that Immigration, Refugees and Citizenship Canada will accept an assessment based solely on your highest qualification, provided that the qualification was completed at an appropriately recognized institution."
Well, I would not trust "their understanding" of CIC rules. It is better to be on the safe side.

http://www.cic.gc.ca/english/immigrate/skilled/assessment.asp

To be eligible under a) or to get points under b) you must include ECA results as part of your Express Entry profile.

The ECA report must show that your completed foreign credential (degree, diploma or certificate) is equal to a completed Canadian secondary school (high school) or post-secondary credential.

You must submit an ECA for all levels of completed foreign education you want us to consider. It is up to you to decide which credentials to have assessed by a designated organization.

Depending on your case, you may want to have both your secondary and post-secondary credentials assessed, and not just your highest completed foreign credential. You will not get any points for your foreign education under the CRS in Express Entry or be eligible under the FSWP if the result on your ECA report does not match at least one of the results in the conversion table.

Ahhh that makes sense now! I used two different calculators to see what I can get after I apply, and got 481 in the official one (CIC tool) and 452 in the other one. My CLB is 10+ on IELTS. So now I just need to worry about getting both degrees evaluated to get 50 points for transferability?

Got it. I completely agree and not trust their wording either. I had my doubts about this, but am now fully convinced to get both degrees assessed, even though it will take longer. Thank you so much for your help!

Exactly. You need two post secondary certificates for 50 points on education + language in transferability.

You are certainly right, I will have to check this and better pay additional CAD230 having BS assessed before I get the nomination and ITA.

Now I am thinking. I received 50 points for transferability factor as CLB 9 + foreign work experience.
Was it possible to get additional points for CLB 9 + two post secondary degrees (if I had Bachelor's assessed)?

If i can get these points ahead of nomination, I may get enough to receive an ITA without waiting for the nomination (and paying cad1500!)

Masha, as a general note, before leaving USA make sure you have proper reference letters from your employer. This is usually most critical part in economic immigration programs - to prove your work experience. It is better if your reference letter contains detailed information on duties you performed, and the duties in your letter should match substantial number of duties in the NOC you're applying with. Just a note if you didn't know it before. Saying it because my first application was refused cause I didn't know that before applying.

No, I did not know that. Thanks for giving me a heads up. Do I need original copies or scanned ones would work? Also, side note - would I need employment verification certificates?

CIC usually request reference letter written in the official company letterhead, if possible. You're applying electronically, so anyway you're going to send scans. Everything you have that can prove your work experience, you can send it. It would not hurt, but sometimes it may help. I did my postdoc in UofT and even sent internet page print of my Professor's group profile. Later on, when ordered GCMS notes, I noticed that VO (visa officer) mentioned that s/he is satisfied with my duties/responsibilities and noted that the group profile is "on file".
Now I applied by paper when the older system was in place. Now you're applying electronically and I'm not sure what documents you will be able to upload. Better if someone else would comment on that.

Hey, I'm also from Piter. I did exactly the same, so gonna share some wisdom. :D I made a POA (dovetennost) for my sis in the Embassy (costs smth around $30-40) and sent it to her with my Diploma. She, in turn, went here http://knvsh.gov.spb.ru/gosuslugi, called them (apparently there is an appointment required, so if u gonna do that ask your parents to call and set it now, while you doing the POA) and then it took 35 days to get it back. It is the only honest way, without overpaying somebody. Hope it helps.
