I just gotta question for you,

Visa application will be accepted in May only if u applying from India or anywhere(I mean from Singapore) also??

Send an email to the coll and check... They ll give you the complete information.. with the deadlines... if not there should be a course calendar which can give you the info...

Me too have the same profile of ur's in Engineering in case of percentage and arrears. I think you should get your IELTS marks to 6.5 with no band less than 6, if you don't have this, please try to regive IELTS preparing well....
My Profile is:
10th: 80%
12th: 80%
B.Tech (ECE): 6.52CGPA (11 backlogs and cleared)
Experience : 4 years in IT industry....

If you get ur IELTS marks as i said you can get into all colleges......
