Yes I agree what you say. But I would say sometimes its to the discreetion of the visa officer.
yesterday if you had noticed I got 2 responses from CHC, ND regaring the documentary proof for Singapre PCC. One VO replied saying that I need to send email to CIC Canada and had given me an email ID and another VO send me the document itself. So within same office there are 2 responses and totally different.
To be on safer side its better to wait for 4 months and then send it without PCC if we don't have it.
I would say sk.aggarwal was lucky.
