This is my concern. How can you deny people that don't have access to the Canadian approved vaccines?

My parents had their immigrant visa and COPR expired the past March 31, can they come to Canada now or maybe a little later this year?
they are from 2019 sponsorship and hence got visa and expired due to covid.
Again, though, they're not 'denying people' because they don't have access. They're imposing different health measures. Those are very different things.
(Note only on basis of what news reports/rumours have hinted at so far. Of course depends what you mena by 'denying people' - I mean, they are right now denying entry based on a variety of different factors, including where they are coming from and what they are doing)

I'm not talking about fake or not fake - I mean as opposed to possibly being denied entry in to a country because they don't understand your proof of vaccination, because it's not one they've seen. I don't care if it's paper or digital, my point was that it would be helpful to be standardized.
So, for example - the EU would only accept tourists of an EU approved vaccine. I believe I read Canada was thinking of adopting something similar. So, my question is how would people who don't have access to an EU approved vaccine (or Canada) be allowed to travel?
Sputnik seems to have better results but sinovac doesn’t seem to have great protection. Can only imagine that not accepting people who have received Sinovac will also hve diplomatic implications although most in China would refuse to take a Chinese made vaccine.
That is the problem with the information currently available...throwing numbers with no explanation and people freak out when they see 95% for one and 70 or lower for another...
The studies are done in extremely different settings which makes direct comparison extremely difficult (and trusting the source of such information quite different from one country to the other).
For example Sinovac was shown with efficacy of only 51% which when read as such is like terrible

The study was done large scale in Brazil first, and showed 100% efficacy on severe and deadly symptoms. At the time, variants were already most prevalent in Brazil.
Pfizer and Moderna were tested and showed 95% efficacy but that was done before variants emerged and in the UK and US.
Comparing both by just those numbers is quite absurd but that's what most people can go by.
Novavax was effective at 89% in its test in the UK. More importantly it has been tested in phase 2b in South Africa where it demonstrated high efficacy.
The main reason why people in China really did not rush to the vaccine was that in the country there was no virus, no direct impact beyond international travel, and for a while outside of Beijing and a few other places, it was not that easy to find shots. The communication on it was also quite confusing as at first it was not offered to elderly as they worried of the safety of the shots .... which as you can imagine did not reassure people to get it early on.
Now China has administered 778 Million doses of the vaccine.... let's let that sink in for a minute... and approximately 20 Millions per day right now. The shot is also mandatory in many provinces now as they want everyone to get vaccinated.

They shouldn't have to get another visa, they should be able to find information from IRCC on re-issuing same document with updated expiry date.

Canada probably will apply to tourists - and rightly so. But again, most likely on basis of where they got it and documentation.
