My common-law partner will visit me under tourist visa. I am a TFW. Is there any way that I can sponsor him so that he can have an open work permit?
Any idea?

If your occupation is in NOC 0,A or B your spouse can get an open work permit for duration of your LMO/WP.
All you have to do is just check your WP for occupation.

Unfortunately Food and Beverage Servers (NOC 6453) belongs to skill type C. You can't get an OPW based on your WP/LMO.
All you can do is:
1) find your partner a job with LMO and then apply for WP;
2) apply for working holiday visa if eligible;
3) go to college/university and get student WP

What country is your common law partner from? We can tell you pretty quickly based on this information if the Working Holiday Visa is an option or not.
