My common-law partner will visit me under tourist visa. I am a TFW. Is there any way that I can sponsor him so that he can have an open work permit?

If your occupation is in NOC 0,A or B your spouse can get an open work permit for duration of your LMO/WP.
All you have to do is just check your WP for occupation.
Will search on how to get a working holiday visa for him.... Or look for a job for him with LMO. The third option is too expensive I guess. All you can do is:
1) find your partner a job with LMO and then apply for WP;
2) apply for working holiday visa if eligible;
3) go to college/university and get student WP
