Sure - she can visit Canada. Whether she needs a visa to visit Canada or not will be determined by what passport she holds.

Yeah, but CIC says she can't. She requires a TRV (visitor visa)

The internet is full of garbage.

Believe what is written on the official CIC web site. If your mother turns up at the border without a visa, she will be turned away and not allowed to enter Canada.

apply for the visa or the pr???
I don't understand what you are asking. You need to write in more detail and full sentences if you want our help.

If your mother qualifies to apply for PR independently (e.g. as a skilled worker), then she can certainly apply. I have no idea if she qualifies to apply independently or not. You will have to read through the information on the CIC web site to find out. If you don't have the time to read through this information or find it confusing, then you should hire an immigration consultant or lawyer to assist you.

You cannot sponsor her for PR as a family member. CIC is not accepting parent sponsorship application at this time.
