Yes, you can come to Ankara and get your visa and then take a flight to Canada if you wish. As far as I'm aware, and the border policy for many countries, is that as long as the items you are bringing with you do not stay in Turkey, (you have an outbound flight and will be taking all those items with you) there is no problem. I doubt the official at passport control in Turkey would question at all what you are bringing into Turkey. Canada allows you, "as a new PR," to take all of this with you to Canada without having to pay any customs fees, as long as you declare all of them. But what happens when you land in Turkey first with all your belongings to stay for a week? Does anybody know?
