I can answer your question from our personal experience....assuming that you are applying to immigrate through the spousal sponsorship route.
We made a couple of mistakes in our process which has caused some delay and a LOT OF HEARTACHE!!! First of all...we didn't submit my wife's "Upfront Medical Exam" at the time we submitted our application. This caused our first delay.
Secondly, we didn't realize that we should have paid the RPRF (Right of Permanent Residence Fee) or "Landing Fee" at the time of our application. This has caused a second delay!
It's a terrible thing to be seperated from the one you love and it's our pleasure to do anything we can do to help you minimize your delays by way of teaching you what we've learned by our mistakes.
Who ever is giving you advice doesn't know what he/ she is talking about.
Unfortunately the CIC instructions are NOT as clear as we believe they should be....but for your sake we hope you don't make the same mistakes we have. It's sooo hard to be seperated and it's financially crippling to try spend only 3 weeks together every year.
