The original PGWP, which is the three-year one you receive after graduation, is undoubtedly what is referred to here. I consulted several law firms, and all the lawyers believe that in this specific case, it's clearly written that if you have applied before, then it depends on your original PGWP. I don’t understand why you interpret 'original' as 'current'.
e.g. your original girlfriend is not your first ex-girlfriend, but your current girlfriend? Why?

I hope you have already submitted your application and haven't missed your chance due to the misleading information below. If you miss the December 31, 2023 deadline, then it's really too late for everything. The good news is that a small number of people in my lawyer’s firm have already received their second PGWP extension. The lawyer wrote a detailed explanation letter elaborating on the passage you cited, and as a result, it was approved.

this is encouraging and do you know if those who were approved have their extensions expiring in 2024? I know of some who expired in 2023 because of passport issues that got approved but so far havent heard of any who are expiring in 2024 getting approved. maybe you can ask your lawyer
The previous policy from 2022, where 99.99% of people have extended their period to 2024, applies to almost everyone except a few individuals who couldn't due to passport issues. Therefore, I believe that I do not need to ask her again.
BTW, since those people who got PGWP from 2022 for 18 months, 99.99% of them have their extension to 2024. IRCC has no reason to have extra guidance for those 0.01% of people.
In my opinion, the key question for an officer making a judgment
1) whether to grant another extension to those who have already had one, and
2) whether the deadline for the second extension depends on the current work PGWP or the three-year PGWP after graduation.
3) a patient officer who will carefully read your explanation letter. Alternatively, having a lawyer represent you might compel them to handle your explanation letter with patience.
In his specific case, he has an advantage because he does not need to explain 2). Both two sit in between the time frame.
For the rest of us, If you did a great job for 1) and 2) but, unfortunately, meet an inpatient officer who rejects you. Then, after reconsideration, go to the court, which is the place for fairness and justice.
Do not be afraid.
I agree with you that questions 1 and 2 is what it comes down to and I think if an officer approves the extension for someone who has 2022 owp then they will approve all the others and the officers who want to reject really need an explanation letter to convince them. Hey, man, I have already got the 18-month extension for the PGWP with the deadline set for September 10, 2025.
My lawyer informed me that their success rate for similar cases is over 90%(more than 10 ppl). I wanted to share this with you all and those who are currently worried. Also, I want to reiterate my condemnation of the two individuals who spread false information and twisted the truth.
