am i eligible for canada PR

IF I WANT TO APPLY FOR OTHER THAN QUEBEC WILL I BE QUALIFIED.
I AM POST GRADUATE IN MCA which is 3 YEAR COMPUTER DEGREE DONE 7 YRS BACK AND I HAVE MORE THAN 5 YRS EXPEREINCE IN S/W,
I HAD BEEN TO US,EUROPE AND NOW IN SINGAPORE FOR MORE THAN A YEAR.
I AM MARRIED WITH A KID OF 8 MONTHS OLD,
I WAS ISSUED CANADA VISA FOR MONTREAL FOR SHORT TERM work permit in 2008 ,BUT DID NOT GO there [flash=200,200][/flash]DUE TO PROJECT REASONS.


PLEASE GUIDE ME TO WHICH PROVINCE WILL I BE ELIGIBLE IN CANADA.IF YES WHAT R THE STEPS TO BE FOLLOWED.SHOULD I WRITE IELTS IF I WANT TO GO OTHER THAN QUEBEC...I HAD ALREADY VISITED THE SITE AND I AM VERY MUCH CONFUSED NOW WHAT TO DO,,,,,,,,

Do you have at least one year's MANAGEMENT level experience with Management level responsibilities? IF so, you can qualify under FSW-1. If not, no.

I WAS ISSUED CANADA VISA FOR MONTREAL FOR SHORT TERM work permit in 2008 ,BUT DID NOT GO there DUE TO PROJECT REASONS.

If that work permit is still valid (at least for one more year), then you could try Canadian experience class. But you have to work there for 1 year and then apply for FSW under Canadian experience class. Other option is to try to arrange a new work permit or a job offer in Canada.
