I am an Indian citizen residing and working in California, US for the past 9 years. I had applied for Canadian permanent resident (PR) program under Federal Skilled Worker program, 2014 and I am asked to submit my passport to New Delhi, India within 30 days so that they can issue permanent resident visas. (My VO was new Delhi even though we were in US)

Because of some personal constraints, it would be difficult to travel to India in the next 30 days. So, I am wondering if Canadian Consulate in USA (Los Angeles/New York etc.) can issue these permanent resident visas.

We are only given 30 days to submit the passport to VFS in New delhi and usual time to get a response for a case enquiry is more than 4 weeks (and sometimes can be more).
 
Also, how long does it normally take for someone to get back the passport stamped with PR visa (after passport is submitted to VFS New Delhi).
 
I know you can write back to the VO mentioning your circumstances using the case specific enquiry for New Delhi VO. Ask them to let you get your passports stamped in Ottawa instead of New Delhi. They should be able to help you
 
Please check with forum member o_o. He requested his visa stamping to be done in the US rather than in Canada and they agreed.
