Yes, you have a valid point, but how many CCs will cause trouble after three attempts of charging? I think this may happen for a small number of cases. Hence, CIO will go ahead and charge other CCs to compensate for those failed cases. Of course, CIO will not decrease numbers just for a failure of 3 or 4 cases! Then keep in mind that the figures are not updated on a daily basis nor on a weekly basis as there is a long pause between the updates (on average, they used to update the table every 3 weeks), so after 3 weeks of processing, there will be a surplus of new cases that passed through completeness check which will be added to the previous numbers and negates the tiny number of failed cases.
With regard to your last notice, I think CIO has no problem if the numbers dropped due to rejection in the later stages (Medical, Security,.....). They said they accept 1000 applicants for each NOC and 25000 in total, but that does not mean that all capped NOCs will end with 1000 issued visas, nor does it mean that all 25000 applicants will succeed and get the permanent residency (We already knew that the total number "25000" will not be reached because the last day for applying is 31 Dec).
