TRV is temporary resident visa or colloquially a tourist visa. That is basically the only way to get your spouse to Canada before the pr application is approved.

It can still be refused, but you asked what process exists to bring your spouse earlier.

I did not get DM, direct PPR last Saturday, and today I got the payment link from VFS. Medical got done at delhi.
