yea, but only if they are permanent residents. does this include those with COPR? this is a different status. There is no distinction on the IRCC site with those who have COPR and those who are on spousal COPR.

in this case "they are encouraged" applies to the principal applicant (spouses) so it is applicable to spouses as well.

so once you have your COPR, you just notify IRCC using the webform that you can travel prior to booking your ticket? and do you need to wait for them to respond before you buy your ticket?

I'll suggest you to wait 1 week , raise a web form after a week to just let them know that you're planning to move or land on so and so date. 1 week after that, call them and reconfirm if that's okay. after that book the ticket. if you're okay to pay rescheduling fees for the ticket, then book it anytime. but do follow the steps of web form and calling them as I explained above in any case.
