That's only for visitor's. We have PR, so we can travel.
No you don’t have PR until you flag pole the country for the first time in canada. You have a letter from the authority to be a PR. No rights are given to you as a Canadian permanent resident.

But I do agree with you on another point. They might exempt spouse from restriction on entering the Canada.

If you are booking tickets or coming to canada, do clear everything with the airline and immigration. It’s not wise choice to travel 7000 miles and then returning from here. Don’t believe anyone. Ask yourself.

Ok it doesnt apply to Canadian citizens immediate family, so spouses entering Canada are not turned away unless they have symptoms. Even then they are to self isolate at home.

Did they clarify on what the stance is for spouses for Canadian citizens?

Try calling them from canada toll free number and share the information please.

I have one more line like
" We sent a letter on October 15, 2019. Please consider delays in mail delivery before contacting us."
Is everyone has this line.
I never had that line, depends on visa office
