No you don’t have PR until you flag pole the country for the first time in canada. You have a letter from the authority to be a PR. No rights are given to you as a Canadian permanent resident.That's only for visitor's. We have PR, so we can travel.
Ok it doesnt apply to Canadian citizens immediate family, so spouses entering Canada are not turned away unless they have symptoms. But I do agree with you on another point. They might exempt spouse from restriction on entering the Canada.
If you are booking tickets or coming to canada, do clear everything with the airline and immigration. It’s not wise choice to travel 7000 miles and then returning from here. Don’t believe anyone. Ask yourself.

I never had that line, depends on visa officeAfter Medicals results have been received.
I have one more line like
" We sent a letter on October 15, 2019. Please consider delays in mail delivery before contacting us."
Is everyone has this line.
