According to me, they process an application based on NOC list, the more the demand of a particular NOC, they process applns from that NOC on priority and vice versa.
The intrinsic workings of CIC and various VOs is hard to determine, we can only do guesswork.....thats it

My answer to ur above query would be : The guy who applied last year would be an MI3 applicant, who has already recd a positive determination eligibility by CIO and IO has to now only look at the logical disposition of his file by applying local knowledge.
Whereas the person who has applied 3 years back would be an MI1 applicant and his positive eligibility determination would be done by IO and not CIO and hence it may not be processed as quickly as an MI3 applicant.
This are just my views.....they can differ from person to person
