I have gone through a lot of RROC delay cases on this forum and I have sufficient reason to believe that RROC majorly releases PPR in batches, remember RROC was established due to an emergency so they way the function and process applications is likely to be very distinct from other visa offices.
Secondly, I think Mickey55555 is right when he said that when VO's has any doubt about an application they send it to RROC, I would say it differently though, I think when VO's or CIO's ( in my case my application was sent directly from CIO to RROC) think an application might need a bit more understanding, they send it to RROC. In my application I had a LOE which I believe caused my application to be sent to RROC(I know this because the CIO noted in my gcms notes "Documents set for Review-----Client Information" which I have read stands for LOE), I think people in RROC seem to have a better understanding of applications, maybe it is a collection of VO's from different parts of the world that have local knowledge to understand applications. This would include knowledge on currency conversation, banking systems, cultures, education system and just any local knowledge that would help IRCC better understand the application. However, I do not know if RROC also accepts application that does not need this local understanding just like other VOs.
I know as the week ends, everyone is tired of waiting. This was the situation of those that started this thread as well but most of them later got their applications finalized as we will get ours too. One day we will all look back and be like, Oh! those times I waited and then smile. Just a bit more patience my friends.
