Hello Received the immigration file of for my wife on Tuesday still reviewing it , it's much smaller than expected

PR interview for my wife was nov 2013 - Singapore
Got a decision Feb 28th ( so much for their 2-3 weeks from interview date) -Singapore
PR Denied
Application for Appeal filed March 10 2014
Received notice of appeal April 1 2014
Received certified copy of immigration record Aug 5 2014
I must say I'm impressed that these people (at least the interviewer my wife had) have the audacity to complain about immigrants English skills when they don't seem to have even high school level English.
Reading though the file I noticed that although we submitted about 50 pictures to our immigration "consultant" keeps referring to himself as a lawyer contrary to what IAD calls him. The file includes 5 pictures from our wedding, written statements from my wife and me in regards to the origination of our relationship, copies of my passport but not my wife's, copies of original and translated copies of marriage, name change documents and birth certificate for our daughter (my step daughter), copies of divorce paperwork from her first and 2nd husband, translation of our wedding invitation (no copy of original) copies of phone bills and joint credit card statements and 4 pages of 800 that we submitted..
I'm curious if anyone else has received less in their file than was submitted?
I had to reparse the interviewers notes as it was mostly unreadable, presented as a continuous run on sentence with no grammar or punctuation.
For some reason they lacked ability to read and have her ex husband listed as my friend in the notes.....I knew of him (not right away) never met him; clearly stated in letter that I didn't know him.
Lists that we "claim" to have a miscarried baby I know we submitted the medical record for the hospital visit translated in English.
2 TRV refusals- First time due to lack of supporting documents also that she was going to visit my sister as although I had sent my wife an invitation letter at the time one of her friends insisted that it not be sent and that she shouldn't be applying for TRV to see me, (also supported by the lug heads at immigration Canada as per I quote "when you apply it would be best for her to visit a family member of the same gender as it will be denied due to suspicion that she is coming to illegally stay in Canada if she lists you as the reason for her visit")
2nd TRV refusal we sent lots of supporting documents daughter in Thailand not joining on the trip land in Thailand family in Thailand money in Thailand, but as per the stupid pdf form not having an option for Fiancé only spouse or friend we opted to select friend as we weren't married yet. this is listed as an note with multiple !!!! as I was listed as a friend. For whatever reason we were unable to satisfy the VO no reason given just that we didn't satisfy her.
Onto the interview my wife requested an interpreter as she didn't want any confusion answering questions, this was taken as she can't speak English my wife is nervous speaking to new people in English.
Next concern was her previous marriage it was in for the most part a marriage of convenience for him more than her he was primarily looking for a housekeeper/caregiver he could marry so he could retire to Thailand, in exchange he took care of her and her family financially. She was unable to live under those conditions leading to divorce from him (we started seeing each other before the divorce)
Their hung up on her previous marriages 1st one I don't see as an issue was a shotgun wedding because she got pregnant -> Thai do have a habit of trying to save face , marriage ended because there was nothing in it for her. I understand their concern with the 2nd marriage but if she really wanted a sham marriage for convenience she would have stayed with him he made 10x what I do annually literally (near $400k a year)
The next item in (!!!!Sponsor is 5 years younger!!!!))) they did note that my wife brought some more pictures and several thousand pages of Skype/Tango conversations all in English. clearly her English skills are limited and it is impossibly for her and me to have any meaningful conversation limiting the credibility of a strong husband and wife relationship.
When asked my wife said she loved me and unlike her other husbands I help her with everything cooking cleaning listening to her and her family likes me a lot despite the fact that I'm a poor working shlub when asked about her first husband he was a bum who wouldn't work who didn't like her family, her second husband treated her like a maid and never listened to her or helped her (other than financially)
Interviewer notes : it is Clearly an attempt to enter into a marriage of convenience strictly to enter Canada as there are pre-existing pulls for her to do this.
To me it seems that the interviewer had already decided before my wife got there to reject the application.
If there is some feedback I'd love to hear some suggestions perhaps from people who have gone though a similar situation.
I have yet to receive a date to see ADR or Court.

I'd ask my consultant but even though he sent a copy of his intent to IAD to consult at no charge he just emailed me telling me he wants 2500 in 2 payments for consultation
