With all due respect, I think you should apply through a consultant. From the sort of errors you are making, I don't think you are diligent enough to apply on your own. I'm not sure if they keep track of your rejected applications (I'm pretty sure they do), but all these rejections in your file may not be good for your application. And you had better take IELTS too - Mother tongue English for an Indian citizen, however long you have been in the US, is not going to be accepted. Remember, what we feel as correct or 'deductible' may not apply to the logic of the visa officer. So, be thorough and leave no stone unturned. Good luck!
 
Hi, I got a refund cheque a month ago but no documents were returned to me. If I write an email to CIC, will I get my documents back?
I don't think they usually return documentation.

Share you complete Job description that you have put in. Do not share personal information here. See the 0213 NOC is being scrutinized very much since CIC is receiving the maximum number of applications under this NOC so its simple demand and supply rule they are applying. Share the JD's and then I will help you with it. And important thing is NOC 38 list rumors are might change in this Feb 10 so I do not want you to panic since its a rumor but still better to play safe. Post your JD immediately.

If you can incorporate some of the above mentioned once with your original duties, it will be perfect then. What I mean is not copy paste but change the language in which you wrote yours example :-

Suggestion:- Supervision of team members including computer engineers, programmers and technicians and oversee their professional development and training.

See its just a suggestion. I know visa officers have full knowledge but they also have a list which they refer to first to match the duties and then put there own judgement for it.

Just give your duties a little wrap around the once mentioned on the HRSDC website. They do not have to be identical or similar to the once mentioned there but it must be close to it.

You qualification seems to be acceptable and fine.

A bachelor's or master's degree in computer science, business administration, commerce or engineering is usually required.

Several years of experience in systems analysis, data administration, software engineering, network design or computer programming, including supervisory experience, are required.

Besides, BSC not in Computer science ! could this be a reason for refusal?

As I understand Indian's mother tounge is not "ENGLISH". ALL States of India have different language and they have own language, but in India I dont know any state or city , town which they have Mother tongue as an ENGLISH. even if you are hindu , muslim , sikh, christian , parsi.

Good luck on your latest round of application.

I do not mean to discourage you.
However, looking at your job duties - it starts with a strong Project Management suite and then trails off into a jumble of Team Lead type activities. the main title "Comp Project Manager IT" screams of a Project Manager.
Everybody knows that Project Manager is not the same as Manager of IT or IS. A true 0213 Manager handles several resources including capital, projects, human, etc. This might be the reason why your previous application got rejected, maybe? Also, it seems to me that you are trying to "reach" in your list of duties. There are some repetitions e.g. risk mitigation, bad debt recovery, mentoring, tracking, module wise, etc. Then there are some things that either have too much jargon - CSI, IPMS, SLA, etc or simply don't make sense at all - "tagging to the correct vertical ", "overall project split module wise".

Again, my intention is to help you attain your goal. This is your 5th application and I just wanted to give you my 2 cents.

Anyhow, wait and see how things turn around for you. In order to encourage you, I am also including a success story for 0213, which I wouldn't have thought had the slightest chance of approval. Maybe, you'll get lucky too. I mean "Convince or Confuse" strategy does work. :D
