1) While filling the EE profile, it asks "ii. In the last 10 years, how many years of skilled work experience do you have" - on this question how do they verify the work experience? What documentation is required as proof?
Just experience letter, and if you don't have it, don't add it.
2) Are there any tips for entering the job seeker profile? It does not have a place to upload resume so should we just key in as many skills as possible manually?
You don't upload, you just key in
3) What else can i do while waiting in the pool to increase my chances? I saw QFSW but they are looking at applications from Nov 2015 for India so is it worth while filling it now?
It's a long process takes about 2~3 years but if you like french it's sort of a sure thing that will come when all else fails (but you will have to pay it's fees)
4) If I get a PR but continue to stay in USA, do i have any tax liabilities for Canada?
You can provide proof of paying taxes in USA with your W2 or W4 (Idon't remember) and that will exempt you from paying Taxes in Canada but will also prove to them you are living in the USA not Canada and you will have problems renewing your P.R. Card and they may deny you re-entry after a while, please read more on this and verify it, I have no proof just what I read here and there.
