In my GCMS report, I saw a note entered by VO. But the text field is blank. What do you think why its blank? Is it the VO forgot to enter note details, or it was not disclosed to me??

Please suggest me , I need an information,
Is there any permission needed from Home Ministry (স্বরাষ্ট্র মন্ত্রনালয়) to send passport to CIC's Dhaka VFS for Issuing Visa? Someone informed me this news. If it is true please can you inform me the procedure.
Note : Already submitted PCC on last June 2015.

I never heard any such thing and Alhamdulillah got my VISA & COPR without any problem (without sending such thing)

I guess, same for Luck_Rish and others.

Just make sure that you are taking the things that VO mentioned. Additionally, you can ask VFS whether they have brought any change or not.

I applied for FSW in 2011 under MI3. Recently CIC call for interview along with all document. They also ask for education credential. When I applied that time no credential is required. So far I know ECA is requires for express entry which start from May’2013.
Please give some advised should I apply for ECA of not. Also I have no time in my hand.
Please advise I am nerves.

Well, it depends from where are hearing, like if Rumel bhai tell me this, then I have every reason to be scared.

That type of clearance certificate is needed if you want to courier passport using any courier like DHL, FedEx or TNT to other countries.
