So far I know you can't get AUS PCC from BD.

You need to have a form to fill up and apply directly to AUS.

Also you can see the from CA website that how to apply it.

Or AHC at BD website -

http://www.bangladesh.embassy.gov.au/daca/pcl.html

Indian passport holder can get PCC from VFS Global India but I have no idea from BD VFS can arrange for BD applicant or not.

You can call them if you need to clarify from them.
