I send enquiry to question @ cic.gc.ca regarding Ecas problem, and received respond from them today with the follwoing: "Dear Client,
Thank you for contacting the Citizenship and Immigration Canada Call Centre's e-Services Unit.
The issue that you mentioned in your email is indeed the result of a periodic technical problem.
This means that you may still be able to access our e-Client Application Status (e-CAS) online service prior to a resolution.
We are currently looking into the issue and hope to have it resolved shortly.

After reading the email reply, I tried to access Ecas, and I was getting the same problem.
Hopefully, CIC will resolve that problem soon.
