After reading the email reply, I tried to access Ecas, and I was getting the same problem.
Hopefully, CIC will resolve that problem soon.

I also sent a mail to question@cic.gc.ca with all info and screen shot of the page that i couldn't access. They did't reply my mail, instead, my e-cas is working now.
