I got my GCMS yesterday and it says everything was passed in Feb 2024 except for the security not started. It's has been 3 months from the date the eligibility and admissibility passed but I don't know why IRCC has not started the security screen process yet? Can anyone shed some light to this issue please?

My case is not express entry so I don't know when the security is supposed to starts (since the eligibility passed 3 months ago). I also wonder if my case is required to go through the security process or not.

I am an international student waiting for my student visa from the past 3 months (applied 18th april bio and medical updated on 4th May)
From the past 3 months the status is stuck at background check: in progress and elegibility: not started
I ordered the gcms notes and received it yesterday
There is nothing mentioned in the notes as well
Notes 2 has info that CPO has not reviewed my application hence my application is on hold
And notes 1 has no text nor summary just the office has changed from OSC to Domestic RO and that too on 7th July
Please help me i have my term starting really soon and can't waste even a single minute waiting and doing nothing
