Does anybody know if the Alberta EOI for express entry is open? when I go to their website and through the portal gate I just see the entrepreneur option when there's no other option to choose for expressing your interest. is that mean they closed it?

It sounds like you're confused about how this works. You need to set up an Express Entry profile and then hope to get an invite from Alberta.

Yes - I mean the Federal one. The Alberta program has "Express Entry" in the title because they select candidates out of the Express Entry pool.

Yes - there are provinces that allow you to submit an EOI directly. You'll need to read the details of each program to understand how to be considered. Also, some provinces are only selecting individuals who are already living and working in Canada right now due to COVID.

they would select the eligible candidates in Federal Express Entry Pool, candidates cannot directly apply for this stream. So, ppl who receive NOI in their account need to contact the office in order to get the portal link for the next steps.

Under this stream, candidates might have uncertainty
