Yes, the Alberta portal
You have to keep checking for updates ( probably expect a change in the 3rd week)....they only email you when they are close to finalizing your application. That is asking you for additional documents or issuing you the certificate. In my case, they didn't ask for additional documents so I only received the certificate email but my online status changed to "information requested" in the process.

For the third requirement on the AINP website, does that mean the NOC experience in the EE pool please?

You may receive a Notification of Interest letter if you:
  • have an active Express Entry profile in the federal Express Entry pool
  • have stated an interest in immigrating permanently to Alberta
  • are working in an occupation that supports Alberta’s economic development and diversification
  • have a minimum Comprehensive Ranking System score of 300

I just got a request for information but it looks like since I am outside Canada the covid restrictions

Please do let me confirm , my score is 379 and my brother in law and mother in law residing in Aberta.

My query is that my Spouse has not given IELTS so can I create profile on EE?

Yes, you can. Spouse's IELTS is not required at this time and you can also update it later in your EE account.
