In fact there is dedicated webform for Ukrainian to request Urgent Processing of Existing application, including Permanent Residence Application. This is coordinated measure across all federal agencies to help Ukrainian in Canada, including Provincial Government. In BC, if you hold Work Permit under CUET, you get automatic enrolment MSP [Medical Coverage] with waived 90days waiting period.

You’ve attached a general IRCC client webform for anyone to fill out about any type of IRCC application. There is no indication that this is only for Ukranians.

The majority don’t qualify for PR. After a year of work many may qualify for economic pathways to PR. Each province decided that Ukranians would have access to provincial healthcare after a lot of pushback since they originally only had access to healthcare if working. This has no impact on anything related to PR.
